Curious, this commit should have no effect on whether TCH/F_PDCH work or not.
When I find the time, I will try to reproduce your failure.

Reproduced the failure and found a fix.
Actually, this is not limited to osmo-bts-trx, but should be broken on all BTS models.
My assumption that the mentioned commit does not affect the channel allocator is false.
In fact it breaks TCH/F_PDCH completely, as explained in https://gerrit.osmocom.org/1366
I failed to verify TCH/F_PDCH functionality for a long time, sorry about that.
