Description

So far there is a mechanism to stop running processes,
and resources are freed in the sense that they are made available in the gsm tester state.
What is missing is an actual cleanup callback.

In particular, we should power off a modem when we stop using it.
Implement this, in a general way so that it is easy/logical to add cleanup code for other resource types.
