Description
osmo-bsc_mgcp is used for 3G where no BSC is involved. Also this is not a BSC at all.
Change the name of the binary, default config file, as well as config and .service files for packaging.

- OsmoMGCPGW / osmo-mgcp-gw
- OsmoMGW / osmo-mgw

or maybe osmo-mgw? If we are also going to terminate E1 TRAU at it (to support all of our 2G BTS with the new AoIP OsmoMSC), it might be an accurate name?

correction: since the new osmo-mgw will likely be completely different from the osmo-bsc_mgcp, the osmo-bsc_mgcp will remain in the osmo-mgw.git, and a brand new osmo-mgw program will grow next to it. The current mgcp code is going to be published from osmo-mgw.git as 'libosmo-legacy-mgcp' to leave the namespace available for the new osmo-mgw handling of MGCP and RTP.
