Description
The 'RTP base' port used to determine which port number is used by the MGCP-GW is currently hardcoded in OsmoMSC.
In the MGCP-GW it is configured by 'mgcp' / 'rtp base 4000'; add a similar item in OsmoMSC's VTY config.

This is currently only relevant for osmo-msc, and there it is already configurable. We will remove it as soon as we integrate osmo-mgw in osmo-msc.
