closedosmo-gsm-tester: Support OC-2G BTS

Description
There's an OC2G BTS attached to the Prod osmo-gsm-tester setup. Let's add support to run daily tests on it.
osmo-bts-oc2g and osmo-pcu-oc2g binaries are already built (this patch makes it build with correct SDK):

Current status: osmo-gsm-tester can start everything fine, but MS are unable to find the BTS.

osmo-bts/pcu binaries can be found inside OC2G filesystem under "/osmo-gsm-tester-bts", as well as the cfg file being used.
bsc, hlr, etc. are to be run outside in a PC. Sample config files can be found under the run.tgx artifcat of the job mentioned above. Using GSM900 with ARFCN 54.

i think this is outdated. the rf power fail got fixed in the meantime (see sysmocom ticket).
please test again.
i see atleast some tests passing on jenkins with the oc2g in -prod.

OC2G tests in osmo-gsm-tester look stable and passing.
Only EGPRS once seem a bit unstable (failing 1/3 of the times).
