In RT#1205sysmocom got a trace that showed a message flow like the following resulting in a re-transmission by the Mobile Station
MS BTS
- SABM SAPI=0, Paging Response ---->
<- SABM SAPI=3 ---------------------
<- SABM ACK (UA?) for SAPI=0 ----
- SABM SAPI=0, Paging Response ---->

We need to investigate if we should start sending messages with SAPI=0 first or if there are other priority requirements that we need to consider.
