Description
The osmo-bsc_mgcp program was born to direct RTP streams through a NAT.
Now we've started to use it in 3G to forward RTP between cells,
and we're probably also going to use it in 2G to make AoIP voice work.
Fix and tweak things to serve the new purpose properly,
see subtasks for details.

A new osmo-mgw git repository has been created. When code review on osmo-msc is through, this will again be copied from osmo-msc and then pruned to contain only MGCP related code. So far I am preparing this pruning in osmo-mgw.git, to be followed by renames as appropriate.
