Description
In libosmo-legacy-mgcp we patch the first RTP payload in order to give the ip.access nano3G the IuUP Initialization Ack message it needs to accept a RAB assignment. This is a blatant hack (see #1712#note-21) and should be replaced by the proper IuUP proxy as in #1937.

note that in the old osmo-bsc_mgcp, we 'hacked' the first RTP payload sent to the "BTS side"; in the new osmo-mgw, we no longer know which endpoint is towards the "BTS", and this hack happens in all directions. That definitely needs improvements...
