Description
It would be nice if applications had no dependencies on the old libsccp.
This would mean that libosmo-sigtran would have to include all headers that carry any definitions that are relevant for users of the SCCP-User-SAP or the MTP-User-SAP.

Just for the record, it looks like this really is only about SCCP_RETURN_CAUSE_UNQUALIFIED
