See osmo-bts-octphy:l1_oml.c:bts_model_change_power(). The function is not implemented. This makes changing the TX power impossible. Presumably only changes after BTS startup are affected. It should still be possible to configure a specific transceiver output power but it is not possible to change it on the fly. As a result - for example - ramping can not work.
