Description
When activating an already-active PDCH on an osmocom style dynamic PDCH, OsmoBTS doesn't respond at all.
It should either NACK or ACK the activation, but simply staying silent is clearly wrong.
I'm adding BTS_Tests.TC_dyn_osmo_pdch_double_act for this.
