- we activate an IPA dyn PDCH as TCH/F
- we then send an IPA PDCH ACT for the same timeslot
- we expect an IP PDCH ACT NACK, but this is never received

The log file actually seems to idicate things are worse: Not only don't we send a PDCH ACT NACK, but we actually
change the physical channel configuration towards the PHY:
