mh. meas_vis.c
appears to be part of osmo-bsc.git ever since the beginning:
commit 218e4b4aa0fc6de842ff820dec8e97d1f083268a Author: Neels Hofmeyr <neels@hofmeyr.de> Date: Tue Jul 4 23:08:44 2017 +0200

That commit is part of splitting repositories off openbsc.git. All of osmo-bsc, osmo-msc, osmo-sgsn contain the complete openbsc.git history and it would thus appear that each of them are the initial origin of files.
But I see, meas_json and meas_vis have been present in osmo-bsc.git since the split.
So the point now is that they exist both in openbsc.git and in osmo-bsc.git. Should we drop them from openbsc.git?

that is IMHO how it should be.

no.
