Missing PCU_Tests.ttcn link adaptation tests

Description
We should have automatically executed tests that cover the link/rate adaptation, i.e. changes of CS/MCS based on [simulated] radio link performance.

- Related to Bug #3395: Uplink CS/MCS control is broken osmo-pcu is used with osmo-bts-trx/osmo-trx added

Just a brief status update:
Unfortunately, it currently fails. Needs to be investigated why.
Test case TC_cs_lqual_ul_tbf has been fixed and is green now.
We also have a couple of new test cases:
- TC_cs_initial_ul,
- TC_cs_max_ul.
We still lack the test cases for EGPRS (MCS) though.
