how to have multiple VTY manuals in one repository?

Description

As I was creating the osmo-gbproxy user manual, I also wanted to create a VTY reference manual. However, I couldnt find an obvious way to generate this, using the infrastructure provided by osmo-gsm-manuals Makefile.vty-reference. Could it be that it assumes there will only be one VTY reference manual (and hence one executable) within a given git repository?

Makefile.vty-reference was not capable of this. I've extended it, and now it is possible to add additional VTY references. While I was at it, I've also added the osmo-gbproxy VTY reference.

While I'm writing this, I see that jenkins is failing with one of the patches, so I've set the osmo-gsm-manuals change to WIP. I'll fix that up tomorrow, but it is probably not much that needs to be changed.
