SMPP certainly is the way to go. And yes, if it was external to osmo-hlr, it would
be best. We preferably don't want to burden the normal osmo-hlr code with all related
complexities of this research project.

This will be important for the implementation phase. We still need to think about the details, like how the SMPP code and the regular osmo-hlr code is interfacing. I've moved this to a separate issue, so we don't clutter #4400.
