openadd ttcn3 tests for situations of Abis latency spikes, where chan act/deact ACK messages arrive late

Description
After timeout on a CHAN ACT or DEACT, or on a PDCH ACT or DEACT message, the lchan_fsm / timeslot_fsm goes into the BORKEN state.
This happens regularly when the Abis link has occasional high latency spikes.
If that expected ACK message arrives late, the lchan / ts is able to recover from the BORKEN state and become usable again.
Write ttcn3 tests for those situations to ensure that the current code works.
