Description

After a normal Location Updating, the MSC closes the connection to the BSC by sending a Clear Command.
This contains a cause == 0 indicating a failure.
Which cause should it be? maybe no cause IE? Investigate and fix in osmo-msc.

word has it that Huawei MSC sends Clear with BSSMAP Cause: Call control (0x09) after a successful LU
