Description
The ns2 code should set the transfer capibilities in the status primitive (nsp.u.status.transfer).
The value might be in kbit/s or mbit/s.
If the NSE doesn't have any NSVC with data capabilities available this would be set to 0.
If the NSE has NSVC with data capabilities available it should be summaries.
