Description
In order to talk to access multiplexers providing PSTN/POTS/ISDN subscriber lines via the V5_Interface, we need an implementation of the exchange (LE) side of the related protocols.

due to consistent lack of time due to too many other parallel projects, I wasn't able to continue working here. jolly has taken an interest and has caught up with specs and exisitng code. We had a call to discuss questions and how to move ahead.
It's still a long road to go. First the LAPV5 needs to work, after which the data link[s] should be established and work on the common + port control as well as many other FSMs can start.

I've migrated laforge/osmo-v5 to retronetworking/osmo-v5 on gitea.osmocom.org now.
jolly has been working on this for months now, in his fork at https://gitea.osmocom.org/jolly/osmo-v5
Once the related libosmo-abis patches required to build jolly/osmo-v5 are merged, I suggest we merge jolly/osmo-v5 to retronetworking/osmo-v5.
