exponential back-off on octoi client reconnect attempts

Description

right now the octoi-client is re-trying at a fixed 3s interval. We should back-off if for some reason we cannot establish the connection, up to e.g. 30s.

In change-id Ie3fffa1c1c20962b40320c8cc088c140b8d64e77 the timeout changed from 3s to 10s. It's still no back-off, though.
