Description
When osmo-bsc releases a logical channel due to pre-emption by an emergency call, it is sending RR Release Cause "normal event".
Instead, it should send RR cause 0x05 "preemptive release" which Annex F of TS 44.018 defines as "indicates that the channel is released in order to be allocated to a call with priority (e.g. an emergency call)"

neels, both patches were merged. But as they are just 'related' and not 'closes', this issue wasn't automatically closed. Is there still something to be done here?
