If we allow dynamic ip.access-style NSEs then once created that NSE will exist forever. This can cause issues if one NSVC (identified by IP/port) is later reconfigured to use a different NSEI.

In that case BSS and SGSN will continuously disagree on the NSEI to use for the connection. This is desired in static configurations, but for dynamic NSEs if we receive an NS-RESET from the same IP/port with different NSEI/NSVCI we want to allow/use the new NSE.
