I'm trying to use cbc-apitool to create cell broadcast messages and message index, according to ETSI TS 123 041
I can't find a combination of parameters to broadcast cell-wide message for immediate display according to section 9.4.1.2.1
More than that, I was not able to get any message topic to be received by MS in a form of nokia 6310 or 3310. Samsung galaxy smartphone recieves same CB messages to inbox, so in general CB setup is operational.
Also, I'm getting confused how to broadcast CBS Index (section 10), as message body seems to include newlines.
Can someone please provide example of cbc-apitool usage or just API requests that needs to be send to broadcast ETSI TS 123 041 CBC index and message topics with different geographical scope and other parameters?
