Description
Let's make sure we support
- reading/writing of all the GSM-R related files
- encoding/decoding of all the fields in all the GSM-R related files
- enabling/disabling of all the GSM-R related services in SST/UST
The relevant specification is the MORANE FFFIS for GSM-R SIM cards
About a year ago I already added commit 2a33ad2c49ea03660f0a21fcaabf791214aa4a4e:

But this has never really been fully tested, and I don't recall if it is complete
