vty: add command `show bts online` and `show bts offline`
`show bts online` should show a single line of all online bts.
Optional on the same line have an uptime.
`show bts offline` should show a single line of all offline bts.
Optional on the same line have an down since.

While welcoming 9a730ee2d4 "show bts brief", can I also suggest here that it might be nice if there were a shorter version of the output of show bts X.
the standard show bts command currently outputs configuration, operational info, and some state/stats on channels.
It's more than one typical terminal screen, unless you are a tiny font user with a high res monitor. which means there is no way to quickly review cell ID or BSIC or such without scrolling back.
It's something I find myself doing and it is mildly irritating to scrollback
If a patch to change this were desired, my question would be, should the default be to output the current output, with a modifier to shorten it, or could we shorten the default and have something like "show bts X verbose/detailed/etc".
