The gerrit verifications for osmo-gsm-tester.git are currently failing, because the job tries to build the osmo-gsm-tester manuals (outside of the usual/any docker container) and doesn't have rsvg-convert installed (https://gerrit.osmocom.org/c/osmo-gsm-manuals/+/34158).

A possible reason for transformation failure is invalid DocBook

This job should run in docker, like pretty much all other gerrit verification jobs we have now. This will fix the problem that we don't have the dependencies available.
