iu_client rejects SCCP CR without data

Description

Since #5579 the limit of 130 bytes in CR/CC/RLSD messages is enforced.
For osmo-hnbgw this means that if a larger InitialUE-Message must be forwarded an empty CR is sent and the Message is send after the CC in a separate DT1 message. Unfortunately in iu_client.c:832 we reject a CR without any userdata.
