openIncreased number of poll timeouts on shared PDCHs

Description
**There seems to be an increased number of poll timeouts if TBFs share a single PDCH in comparison to completely separated TBFs (no common PDCH). Interestingly there haven't been any SBA timeouts (at least I did not see any in the statistics I have looked at so far).
The MS recover without problems, at least when using 2 MS only. This might be different with a large number of MS and an increased probability for collisions.
It might be a frame usage/allocation issue, e.g. 2 MS sending frames simultaneously.
More testing and analysis is needed.

This has improved, but there are still poll timeouts which are not fully understood.
Possible explanations
- PACCH mismatch
- ???
The number of poll timeouts seem to increase if much logging output is enabled.

- Run osmo-pcu with some phones downloading some data with a pcap being recorded. After a while, checking the mentioned counters and see what shows up. If counter = 0, close the ticket, otherwise investigate.
