Description

In a 'gprs mode none' VTY configuration, we would still send PDCH ACT
for GSM_PCHAN_TCH_F_PDCH timeslots and essentially attempt to enable GPRS.

It's easy to work around: just configure TS as GSM_PCHAN_TCH_F.

Yet we should simply treat a TCH/F_PDCH TS as pure TCH/F if GPRS is disabled.
