the MNCC interface present in the old osmo-gsm-tester code is not yet present in the new osmo-gsm-tester.
Add test API to interact with the NITB (future OsmoMSC) using MNCC.

AFAIK we should wait until voice call signalling is working/implemented with ofono modems.

There's a python lib in osmocom repos "mncc-python" (https://git.osmocom.org/mncc-python/) to be able to use it.
Spec for the protocol is in TS 04.07.
