Description

During separation of osmo-msc from osmo-nitb, sending of the osmocom specific TLVs in MNCC messages is being dropped.
Gather necessary information from osmo-bsc via osmocom specific TLVs on the A interface and re-add these MNCC TLVs.
See append_osmo_tlvs() in libmsc/smpp_openbsc.c
