Description
This is about adding the SBc interface to OsmoCBC. SBc is used between the MME and the CBC in the LTE network, in order to provide PWS messages from the CBC to the MME.
- libfftranscode already has SBcAP in master
- osmo-ttcn3-hacks
laforge/sbcapbranch contains a CdoecPort and the encoding/decoding
