Thuraya is used to refer to both a Satellite network (constellation) as well as the UAE based company that owns + operates the satellites.

Technically, the satellites have been built by [http://en.wikipedia.org/wiki/Hughes_Communications Hughes Communications] in the US, and they use a system based on the ETSI [wiki:GMR_Specifications].
