• osmo-bsc.cfg is missing "role asp" & "sctp-role client" stuff
• we generate it on-the-fly using osmo-config-merge from osmo-ttcn3-hacks.git
• it has been patched there: https://gerrit.osmocom.org/c/osmo-ttcn3-hacks/+/33236

• ttcn3-bts-test/Makefile runs inside the ttcn3-bts-test docker container with osmo-ttcn3-hacks source checked out and copies it from there
• but instead of using the ttcn3-bts-test container that was just built, the one from the osmocom docker registry gets used
• we have it in the registry for osmo-gsm-tester: https://jenkins.osmocom.org/jenkins/job/registry-rebuild-upload-ttcn3-bts-tests/
• ttcn3-bts-test in the registry is up-to-date, but we don't do a "docker pull" on it
• so the jenkins job uses a stale version of it
