What is the meaning of GMM_CTR_PKTS_UDATA_IN?
If the rate counter means the GMM packets (so only PDU related to GMM procedures) it shouldn't be increased by the sgsn_gtp_data_req func together with PDP_CTR_BYTES_UDATA_IN.
Note: sgsn_rx_sndcp_ud_ind() will be renamed into sgsn_gtp_data_req().
