Description
There has been some discussion about the format, with a possible split into
- a part for users/admins of the cellular (GSM/GPRS/UMTS/...) projects
- a part for developers of the cellular (GSM/GPRS/UMTS/...) projects
- the classic invitation-only meeting of the regulars, covering non-(GSM/GPRS/UMTS/...) projects
Let's define the structure more clearly so we can proceed with planning

So we're looking at a one-day OsmoCon with most talks oriented towards users/sysadmins and some developer-oriented topics (see #1887), and three days of OsmoDevCon.

Decision has been taken:
- single day (April 21st) for OsmoCon with user/operator oriented talks
