Description
OsmoBSC returns an Assignment Failure despite the config file permitting AMR/F
Config file states:

The first bug is fixed by https://gerrit.osmocom.org/7431
Now match_codec_pref() succeeds. However, RSL activation and 04.08 assignment are still FR, as is the ASSIGNMENT COMPLETE.
