Description
Test USIMs as specified by 3GPP use the XOR algorithm not only for 2G but also for 3G.
In #2475 we already implemented the actual algorithm in libosmocore - just somehow we never started using it from osmo-hlr.

I have a first promising but still experimental patch at https://gerrit.osmocom.org/c/osmo-hlr/+/21880 - it still requires end-to-end testing with a real UTRAN + UE.

I've set up a 3G network and tested the modified osmo-hlr using a XOR-3G test SIM card - it worked fine out of the box.
