This is quick & dirty and leaves a couple of problems:
- No UT1 support (would require external data)
- No leap second support (again, would require external data)
- No 2:00 A/B support at the daylight savings switch
- Probably wrong handling of daylight savings time (to be tested)
It works though and the output is 1:1 identical with the official PTB server on normal days (without any leap seconds or daylight savings).
