The HLR is currently only sending out a single wildcard APN in the ISD.
A correct implementation would be:

- send out a APN with a specific value (which can't be the wildcard APN) with id 1. (default APN, every subscriber which is allowed to packet data must have a default APN)
- depending on the subscriber data, support multiple APNs including a wildcard APN.

Or as quick solution: send out the subscriber specific default APN and as second APN a wildcard.
