Description
so far the osmo-gsm-tester is structured as the code with test suite and test cases placed by the user "anywhere".
However we would like to collect test cases in test suites in the git from various contributors.
Make it so that there is a prominent place for test suites and test cases e.g. in /suites,
while providing an example site configuration that automatically accesses these.

This will break the osmo-gsm-tester setup which points at the selftest/real_suite, we need to point the /usr/local/etc/osmo-gsm-tester symlink to /usr/local/src/osmo-gsm-tester/example to make it work again after these patches are submitted.
