Description
sgsn_create_pdp_ctx() has multiple assumptions about a given MS / MM context being 2G (GERAN):
- when constructing the pdp->rattype
- when construcitng the pdp->userloc
This means that on the GTP level, even an 3G/3.5G-attached subscriber will look like he was attached via 2.5G
