Description

When trying to activate an osmocom-style dynamic PDCH as either TCHF or TCH/H, I'm getting CHAN ACT NACK like this:

DRSL <0000> rsl.c:164 (bts=0,trx=0,ts=4,pchan=TCH/F_TCH/H_PDCH as NONE) RSL rx DCHAN: mismatching chan_nr=0x0c
DRSL <0000> rsl.c:2611 Rx RSL CHAN_ACTIV for unknown lchan
DRSL <0000> rsl.c:710 0x0c: Sending Channel Activated NACK: cause = 0x64

it doesn't matter if this is just after start-up, or whether the dyn PDCH was already active as PDCH before (and deactivated again).

I'm adding BTS_Tests.TC_dyn_osmo_pdch_tchf_act and BTS_Tests.TC_dyn_osmo_pdch_tchh_act for this.
