openconfig file not installed not used by systemd service in debian

Description
- The config file under examples/sys.config is not being installed by debian/ rules afaict.
- We should actually move that under doc/examples like the other osmocom projects, and install it under /usr/share and /etc like we do in other osmocom projects.
- Probably also rename the file s/sys.config/osmo_dia2gsup.config/
- Also, the systemd service under contrib/systemd doesn't seem to be using the config file. It should be passed as env var in the systemd file:
ERL_FLAGS='-config /etc/osmocom/osmo_dia2gsup.config' osmo-dia2gsup
