Description
In the latest osmo-bts commit (http://git.osmocom.org/osmo-bts/commit/?id=91565b2d51646657002f91fdc22dce3c7320e13a) we started to initialize the fields. We need to do this for other msgb's as well, or at least check if we should do it.
