create OsmoGGSN user manual

Description
Based on the template we have for already-existing other osmocom user manuals (asciidoc), extend osmo-gsm-manuals with a manual for OpenGGSN. The Manual should contain
- the information of the OpenGGSN README file
- example configuration file
- document the command line options of the openggsn executable

- Subject changed from create OpenGGSN user manual to create OsmoGGSN user manual
