Bug #2274: AoIP: fix some wrong wiring in the initial AoIP implementation
Make sure A and Iu can run alongside each other.

Description
In osmo-msc, init_iu() is disabled.
Enable it, and so forth.
It seems that this entails completing the port of the 3G branch to the new sigtran using M3UA.
Symptoms: I'm seeing calls to osmo_sua_user_link_down() which (IIUC) should be replaced osmo_sccp_user_sap_down(), and ue_conn_ctx_alloc() takes a struct osmo_sccp_link* argument, which apparently should now use struct osmo_sccp_user instead. (not entirely sure about the details, but fairly sure that iu needs more work for M3UA sigtran)

First tests and some libosmo-sccp patches show that we can run IuCS and AoIP at the same time; so far on the neels/aoip branch(es).

The code review part is still pending, and taking the state into aoip branch, and osmo-iuh + libosmo-sccp master.

These items have been resolved on the openbsc.git aoip branch (and hence also the new osmo-msc.git). A and Iu happily run alongside each other. All iu / ue related items have been removed from the aoip code.
The osmo-iuh.git changes are still pending in gerrit (and waiting for sccp address config code to complete in osmo-bsc), but this is actually not related to this issue.
