OsmoBTS doesn't generate CCCH LOAD INDICATIONS

Description
Despite OsmoBSC setting the Load Indication Period to 1s over OML, and a paging load above the threshold, I don't see CCCH LOAD IND on RSL.
- Status changed from New to In Progress
- % Done changed from 0 to 70
The load indication timer was started before the OML attribute for the load indication period has been set.
A patch has been written and is currently under testing.
