Correct. We should always include that IE. We can only send an assignment complete
without this IE if the MSC already chose the speech codec, i.e. it gave us only one option
and the BSS didn't have any choice.
The simpler implementation seems to be to always send it, no matter whether we had a choice
or the MSC already prescribed one particular speech codec.
